The local planning authority considers that, due to the its design, appearance and prominent position within the open countryside and designated area of local seperation, the proposed pallisade fencing would be unsympathetic and out of kilter with the character and appearance of the surrounding countryside vernacular and would appear as an intrusive and incongruous feature, to the detriment of the visual amenity of the rural landscape. For this reason, the proposal is contrary to saved Policies EV/1, CT/2 and CT/4 of the adopted Borough of Charnwood Local Plan (2004) and Policies CS2 and CS11 of the Charnwood Local Plan Core Strategy. These Development Plan Policies require that new development in the open countryside and areas of local separation is not intrusive or incongruous in the street scene, and similar advice is set out in the Borough Council's adopted Design - Supplementary Planning Document (2020).
